Water Resistant
Footwear that is water resistant means that the leather or synthetic material have been treated to repel water or that the leather has an inherent level of water resistance due to moisture or water being unable to penetrate the material. Over time water would begin to soak through as the leather became saturated.
Waterproof
Waterproof footwear is produced with an integral waterproof inner membrane sock sewn into the footwear, which prevents water from seeping all the way to your foot, as would happen over time with water-resistant boots. If you are to spend long periods of time standing in water this is the most preferable option to ensure no ingress of water.
